In short: yes. If a close reason applies and the question is not salvageable by you, flag it for closure.

Multiple flags on one post don't create additional work as long as they are of the same type.

@Kyll oh, it seems I read that wrong. I thought you meant that there were multiple problematic users, not that multiple users were going to flag a single user.

@gunr2171 Well, I meant about custom-flagging multiple times the same user. I think it wouldn't add much visibility to the issue, unless previous flags have been declined. My wording was pretty bad, in fact.
it depends on the post. most of the time they are just a "code dump" with no effort to explain what is going on ("why won't it work"), so they are off-topic
