If there was a single user with multiple problematic posts, I would use as single custom flag for it all. However, not sure about multiple users.

Multiple flags on one post don't create additional work as long as they are of the same type. Close flags...

Thanks @KevinBrown, the answer is thus that I should warn others if my flag is declined (by going on Meta or asking for guidance here for example)

@Kyll oh, it seems I read that wrong. I thought you meant that there were multiple problematic users, not that multiple users were going to flag a single user.

@gunr2171 Well, I meant about custom-flagging multiple times the same user. I think it wouldn't add much visibility to the issue, unless previous flags have been declined. My wording was pretty bad, in fact.

it depends on the post. most of the time they are just a "code dump" with no effort to explain what is going on ("why won't it work"), so they are off-topic

I still don't really get a full grasp on the full "closing militia" environment. Between the queue, Meta, this chat (and its holy sessions of closures at night I believe?), it's quite the ecosystem.
