Question answering is a large percentage of the traffic in the typical language/library discussion group. And like many of the SO semi-faithful, I fight the good fight against junky systems like phpBB and Google Groups for Q&A.
(I think they're junky for pretty much everything else too, but...

It appears that if one is a "moderator" (as in, you have a diamond by your name, and have been officially designated as such) you have the ability to approve < 20 users to chat
And there has been consideration on a sort of voucher system, whereby users of certain reputation can invite any anonymous person to chat
Getting 20 points is considered to be so simple that I think they're marginalizing the friction it creates with people who just want to start chatting...it's not smart marketing.
