I am not sure if the quality of Codrops has been dropping in the past couple years or if I just have higher standards

seems like the same standards i saw 15 years ago when flash was popular, so the "inspirational designs" people would point to was basically the designer jerking off in flash

There's some value to it - show the extreme so people move in that direction. Perhaps they'll end up going more towards good design a little bit more
But they're not really practically helpful in of themselves

Okay. We want to outsource a webdesign project to a freelancer page. our site will contain 12-13 pages. We will give the developer wireframes of every page. We want the developer to design the page(.PSDs) and we want him to "code" it with css/html and a few lines js, but we want it to be responsive. What pricerange would this be?
