I think that if the content is short and straight to the point, one page websites are meant.
For example, an "about __" website.

draw one gradient (radial, white center, transparent as it goes out) then clone it a buttload of times drawing it in random places. that is one cloud.
do that over and over and you have clouds

@SethTaddiken when the page loads I say I want N number of clouds. for each I draw a single circle with a radial gradient (inside to out), then I generate N seeds (for a cluster), the seeds let me keep track of the smaller circles relative to each cloud itself (for multiple clouds and movement)

the seed is a number I can store that lets me set those positions
so as the entire cloud moves, I can move all of the smaller circles that make the cloud together without doing any calculations
 
oh
oh i thought the radial gradients moved around the position of the main gradient that represents the cloud
if that makes sense
and each cluster moves at a different rate across the screen and that's it?
 
yup
but nothing moves around anything else, just moves right to left
