Erum, dunno about seekbar etc. I'm assuming that you are asking all this cos it cannot be done with standard widgets. if it can, then use those
With the approach that I'm talking about, you will be drawing all the lines and text and have that view respond to touch or whatever
 
i have made till yet but facing difficulty to display numbers in seekbar

depending on what your requirements are, there could be other ways to do it too
requirements like.. does it need to respond to touches and move around on the scale or will it be a fixed thing? will it always be equally spaced ..
you could use an image with just the lines and then draw text on that
anyway.. lot of ways, try something :p

hm i imagine that you could probably extend seekbar too
anyway, like I was saying.. I don't know about the other widgets, so I'm simply telling you the *raw*(manual!) way of doing, which might not be best. so, research first and best to ask somebody who knows :)
 
but in seekbar i have to write long code because i need scale from 1 till 77 inches
 
why would the number of lines of code increase whether you need 1 to 77 or 1 to 1000 ?
 
in case of seekbar we are placing textview
static in xml
