there are other groups that work on the HTTP protocol and on web standards, they haven't added the necessary implementations to support module loading in scripts, though pretty much everything else is already complete

Probably a silly question: in current/modern web browsers (say chrome/firefox/safari > year 2014, ie 11+), is it safe to assume that a page's html is available by the browser before JS/script tags are evaluated? Said another way: I'm aware that browsers will attempt to parallelize dependency resolution and dependencies are only known as they're revealed to the client; is guaranteed that the page's html will be available before JS executes?
