I think you've got it all wrong guys. Boats for example don't generate lift to stay on the surface of the water. Floating is the lowest state of potential energy for that system. Now all we need to do is invent wibbly pseudoscience to be able to do that with the gravitational field as the buoyancy medium instead of water or air. In other words, trick spacetime into treating the spot where you want the hoverboard as the centre of gravity
