@dievardump they have made major architectural improvements. It's not the all-static-all-the-time that it once was. And the documentation for model layer has somewhat improved too

seriously.. I don't see the need for a IDE for web. Develop in the environment you'll be targeting - for the Web you're targeting server (choose OS based on server requirements) and browsers (which are always half assed when implemented as part of an IDE for testing).
so it makes most sense to use a common scripting editor for this as you have no one stable environment.
 
By tester you meant a linter?
 
unless you're an ASP.NET guy. then F U - use VS.
