note: server is persian. is their anything to do with encoding. I am using Ksoap2

well i can't really say any more than I already did: you need to ensure that your SOAP and client speak the same language (encoding), which is usually UTF-8

from your message, all i can say is

99% sure the client is expecting UTF-8

and receiving something else

so maybe your server sends out ENCODING_PERSIAN_STYLE_BLABLABLA

which means you need to configure your android client to also decode the response with ENCODING_PERSIAN_STYLE_BLABLABLA

OR you need to modify your server
