paste the whole import line
do a thing try importing in a java class using classpath application context

then start your web app

make a main method and write the following code
ApplicationContext context = new ClassPathXmlApplicationContext("classpath:applicationContext.xml")
because your webapp takes a lot of time to start
you cpuld test the correctness of your import statement that way

The application context is loaded, but the properties file that is used in that context file is not being loaded.

It's a simulation, you can tune up the start parameters and then you start it
That's when you create the object, let's say a World object
With those parameters you insert.
