It could be there's an invalid date somewhere that's causing this

I have tried shortening the date and taking out the PM

Usually, when I'm passing dates as strings, I use this format: '2017-01-31'
And I don't have to perform any conversion on them

or is that SQl's way of telling you the error is something else other than what it is reporting
 
One way I've found SQL issues is to reduce it to the barest minimum that works, then add until it breaks. Then I know where the issue is
The error could be coming from elsewhere
Simplify your SELECT and run it
Then add a bit to it, test
Keep doing that until it breaks
Then you've pinpointed the problem, at least the code that isn't happy

To me, it's saying the data is the culprit. If the sproc wasn't changed, the only thing else is the data
If the data has a CreatedDate or something, you can look at the records from the time the issue cropped up

I'm trying to make a call from a new web app to a service on localhost and I keep getting "The remote certificate is invalid according to the validation procedure". Thing is, I can easily make the same call to the same service on other applications.
