Wrong place to ask, but since i'm playing around with file hierarchy, a filesystem's innodes are determined by disk space or OS?

Currently, I'll be able to only upload 2 mil photos, since I have 6mil innodes left and store 3 sizes of each.

always assumed I just toss hardware at the server/app and it'll expand, or is it OS based?
