My issue is when I see stuff like this in PHP:

That docblock is entirely pointless and really is just creating noise

One thing is that these docblocks do present a good place to throw in a quick basic example snippet or line of example code to get a point across.

So you have some Layout manager that takes a basic interface for components, like it can set their position?

I'm not sure that's a design pattern specifically, but more of just polymorphism and interfaces.
