I'm unlucky and lucky at the same time. Unlucky because I can't get cable internet at my apartment so I have to get a slower DSL connection. I'm lucky because I actually get 30 Mbit on my DSL which is the maximum possible obtainable speed. The further away you are from the phone central the slower your connection. Apparently I'm pretty close.
You could use shell_exec() and gcc.
I.e. basically compile from command-line with the usual compilers (g++, javac among others).
Always be careful of the security though, restrict the rights of the user compiling and running the compiled programs.
