@Thell, I personally think that the issue is not as much with the answerer as it is with the OP. It seems to me that reducing the points (equivalent of a down-vote or more) for a duplicate question (if the OP asks more than 'x' duplicate questions within 'y' weeks or so) would be more useful. Of course the case where people really made an effort to search for existing answers on SO could be affected in some cases.

@Thell my answer would be no. Simply, it puts more burden on those willing to answer questions to do research on the OPs behalf to find the duplicates. And where do you draw the line at "obvious" duplicates? Newer users to the site won't know about previous more well known questions (at least for a while). They shouldn't be unfairly punished for trying to be helpful. IMHO.

@Thell I didn't read all the lengthy commentary just some of it, but I don't mind answers being given for duplicates, perhaps except in the case of clearly obvious, asked a million times questions. Often the reason one person thinks a Q is a duplicate is not obvious or clear to others.
There is an advantage to having related/similar questions on the site; each will use different terminology or phraseology, which helps those searching on Google to find the things they are looking for without needing to use the exact phrases of the one question to rule them all on a topic.
