So, .NET has the notion of foreground and background threads. Is that implemented purely in .NET or does it reflect some underlying Win32 API feature?

Functions can violate SRP just fine. DI can be achieved with HOFs; "functions" is too broad and is like saying "objects." Decorator pattern same thing. Visitor pattern requires more than just functions as well.
 
I suppose to me it's more the transformative programming vs. Mutative programming. You can do either in almost any language with discipline.
