is the website written in jsp, java server faces or something else? Do you use hibernate ? You can use a connection pool which is set to a bound and the connections are assigned to a user which currently request the page after that the connection is pushed back into the connection pool.

an if you create 2 more mysql users ? You can check if a user has current connections more than 40 than switch to the other user. The connections should also be closed after a user finished.

Yes, but you can change the server variable to 0 so there is no limit for the connections.
