Q: calling out a variable inside a function in a while loop

I'm not sure if anyone remembers, but I was stuck on importing my training dataset into my CNN yesterday, and I spent all of last night trying to debug.
But I'm still stuck.
Here's my problem:
I have 30,000 images I'm trying to import using tensorflow's get_file method:
data_dir = tf.keras.utils.get_file(origin=dataset_url,
                                   fname='functionidentifier',
                                   untar=True)
When I run the code, I have an error:
Exception: URL fetch failure on https://barisciencelab.tech/TrainingSet.tar.gz: 406 -- Not Acceptable
If anyone could help, that would be great.
I am out of ideas to debug.
