They recently did yeah... First they changed the flagging dialog (which was not only purely UI; the old one also included a reference to the comment you were reporting while the new one did not anymore), then they changed the flagging and upvote link (<a>) to a button and 3 weeks later or something like that they changed it back again.

@Filnor I have absolutely no idea! But it seems to reset the layering of the windows. I had a similar issue when trying to play an old game on my computer where after each cutscene my clicks would end up on the desktop which was incredibly annoying because I couldn't play after a cutscene (and the game opened with one). That combination fixed it. Both screens go black for a second and everything wörks again.

The logic is simple you should avoid messing up something that could have been a mistake or you can just delete for someone that has put effort in SO, but unregistred users just messing around you can just as well nuke, so if they continue they will be blocked quickly
