Both Oracle and IBM have missed out on a $10 billion U.S. Department of Defense cloud contract. Amazon Web Services and Microsoft remain in the running. The Eclipse Foundation has proposed the creation of an open-source project called Eclipse Tempest to build tools for developing, testing, and debugging applications for the Kubernetes container orchestration platform.
