More of a connection question, like say I make a GUI in java and and I enter my first and last name, than that information gets put into a database, than I want to give that program to you so I do everything and get you that program, how do I connect your computer to my database so you can enter your information?

mysql is the db name. user is the table

the key thing is host
you either shoot for a wildcard with a '%'
or you given a qualified hostname. It all depends.

well Kathy plus the host is sort of the login
so if you want Kathy to only connect from xyz.acme.corp then that is the host

We mostly look at questions on the verge of being closed, in the CV review queue you will get questions with any amount of close votes, making your votes less impactful, resulting in these questions with 3 or 4 votes already staying open for longer
To save you the suspense, it is called wasting time and having close votes age away
we have close to 900 questions in Android with close votes. Pushing pebbles around close vote 1 and 2 does very little
