@code11 At my old place we tried to at least map out the tech debt by making tickets and tagging them "technical debt". So, in the event of any spare time we'd have a list of things we can pick up. These tickets tended to mysteriously vanish as if by a manager deleted them magic. The ones that survived were never really spoken of again.
We had a running joke that if you want to hide something so nobody can find it ever, just label it technical debt. Your money, a dead body, a shameful secret. Anything.
