@CodyGray I think he's hanging on to the wing for dear life. Perhaps he fell from his sleigh.

(The prop is intended to be hung from a gutter, assuming he slid off the roof, so that's probably the closest thing?)

Or perhaps the dragon is stealing stuff from the North Pole and Santa is trying to keep him from flying away.

Or, perhaps the dragon is a toy for a child (or adult!) on the nice list and Santa is trying to capture it to put it in his sack.

Or, perhaps the dragon is for a child (or adult!) on the naughty list and Santa is trying to capture it to put it in his sack. Perhaps the dragon's fire breathing makes Santa think there are lumps of coal inside.
