(My gut feeling is that they are always equal.)

They normally are but I vaguely recall some case where this might not always be the case. And I think this has come up here before.

@LuisMendo NTSC had worse color, as far as I remember. They called it "Never The Same Color".
But yes, they all downsample the color. I think PAL put the u channel in one frame, and the v channel in the next frame. Something like that.
