We are discussing a redesign of our internal R beginners course; one of the options on the table to go all in with the tidyverse. Any thoughts on that?
@Jaap For data IO, I just teach fread. dplyr+tidyr is good for beginners, but you could argue they should know at least some base indexing and such. I don't see any reason to teach base plot anymore.

@Axeman yes, they should know some basics of course; what basics should they know too according to you?
@Jaap Be comfortable with vectors of different types (especially factors can be confusing). Know about a matrix, but you can directly ignore all of that. Know about lists, but that is for a more advanced modules. Know indexing, really know [, recognize [[ and $. Know which. Know logical operators.
I find that a very useful thing to know is how to count using logical vectors, i.e. sum(x > 5), or proportions mean(x > 5). This is not obvious too many of my students.
