They are equal but performing math operations show they are not. And when I equate both of them they are not the same

I have 2 DFs(one has 47rows, other one has 767 rows), both have 3 Columns, ID, X and Y. I want to find euclidean dist between 1st x,y value in DF1 (47 rows), and all the x,y values in DF2. Repeat this for all values of DF1. How to approach this?
