an ip address is an ip address is an ip address. One device may have multiple ip addresses. There's no special type of IP address called "Camera IP address."
What do you know about the camera that isn't the IP address? If the answer is "not much" you'll have to make sure the IP address doesn't change and hard code it.
You'll need to know something about the camera other than the IP address. So, the mac address, or the host name.
Yesterday you told me the camera does not have a host name, so that's out. the MAC address is tied to the individual camera - if you're only working with one, that may work.
Otherwise you can hard code the IP address, or you can ask the user for the ip address.

You want to know how to get an IP address. I've given you four ways of doing it. (rarp, host name, hard coding, prompting the user for it). If you want the camera to magically give it to you, you're going to have to contact the people who made the camera.
well id suggest if you dont know its ip or its hostname, then do a ping sweep of the network for the port number... assuming the camera always usese the same port :5000 or something
yes but you want to know how to find it if its connected to another machine and if its ip changes correct... if that the case you have to find something that stays constant... i would assume that the port would alway defualt to :50000. if thats the case you can do a search for anything on that port and that may lead you back to the camera

Since we're assuming you have no control over your router, you won't be able to set one up.
If none of the five presented solutions help you, your problem cannot be solved with existing technology. You will need to build your own or rethink the issue.

I need to poll a server, which is running some propriatary software, to determine if this service is running. Using wireshark, I've been able to narrow down the TCP port its using, but it appears that the traffic is encrypted.
In my case, its a safe bet that if the server is accepting connection...

something like .*<camera's mac address>*. - once you find that line, you want the bit of the line that's formatted like an ip address. That regex should look something like .\..*\..*\...\t
From C#, I want to do the equivalent of the following:

Alternatively, the answer could call the SendARP function and get the results.

@KianMayne I tend to have a method which disables the user from doing anything like confirming dialogues or similar and turns the textbox red and places a label next to it explaining what's wrong

well think of it this way in xaml when the value is binded you would have Textbox.content="{bindnig}" now if i was to type in someithng to the textbox it would become Textbox.content="This is what i typed in".
