can you make a website with javascript that can show a map with the route of the long and lat in the database?

I don't use DBs a lot... and I never used them with JS, so I cannot help you here.

with points that show the time when u go over it with your mouse

But if I deliver the arrays to you in javescript, can you do the map part?

The map could probably be done with area elements or with a canvas.

It shouldn't be that hard, but I don't know anything about javascript

@sdd It'll depends on a few factors. But generally speaking, setting a price similar to (or slightly lower than) your competition is a good idea.

Out of the other three... well... I learned Python after C# which I learned after JavaScript so with the background I already had, it was Python.

C#, not #C :)

It's used for desktop/console applications mainly, but with ASP.NET you can also write server apps with it.

But I am missing the knowledge to make the program for windows and android

I cannot help with Android.

But as a cross-platform presentation layer, a web page with HTML/CSS/JS is a good idea.
