^-- I want to solicit design ideas for this dialect. Calling it ENBIN and DEBIN is not necessarily great, it might be better simply as forms of ENCODE and DECODE, but it's better to design using weird words unlikely to be retaken for something else.

I'm not sure that PARSE should accept NULL rules as "ignored" just because it accepts GET-GROUP evaluations that evaluate to null, like :(if condition [some rule]). That's more like COMPOSE accepting NULL, while a plain rule being null is kind of like a function parameter being null...where you have to BLANK! it to get a no-op.
