Yes , they are correct , even mine was enabled by default if you don't disable it by setting the value false . if it is disabled then its by design that you won't be able to access the cosmosdb from a public network i.e. portal
so, inorder to connect then you have to follow this link
will update my answer after some testing

or you can add your ip only from the firewall and vnet setting

ok so you mean to say when i create the CosmosDB using Terraform, don't change the value to false for this : public_network_access_enabled = false. The problem is we have an Azure Policy, and i have seen that if you keep public access to True, the Azure Policy blocks the provisioning as all resources should have public access blocked. I have to check if if set this to true, will the Azure policy allow the provisioning or not. Have to test that
