@user1271772 You seem to be fundamentally misunderstanding the SE network. Users do not get suspended for helpful flags. If you don't like to see users flag content on a site you participate in, encourage that site's membership to not post flaggable content.
@user1271772 what's flaggable is any comment that doesn't directly contribute to the post, as Cody and I have both explained already. Comments are for clarification requests and useful additional info. Comments like 'thanks' are just noise, whether you like to see them or not.
@user1271772 When a user makes a request that you stop stalking them, then you should disengage from communicating with them, regardless of if you feel that your actions are actually stalking.
@user1271772 OK. I can accept that you misread it. Now that you've read it, please discontinue communicating with @TylerH. If you feel their actions are contrary to site policies, then raise an "in need of moderator intervention" flag on the site where you are seeing the issue.

@TylerH There's a genuine concern with one of the flags that caused a comment to be deleted: That comment did have "+1" AND "thanks" in it, but also other things which now the mods have to get back, which is extra work for them.
@user1271772 Yes. You need to stop engaging in the actions which the other person feels are stalking. In this case, that includes communicating with them. If an issue between users can't be handled by reasonable discussion, then it's something that needs to be handled through intermediaries. That means bringing your issues to the attention of the moderators on the site where the issue occurred.
