that fiddle is utterly broken. is there supposed to be some js in there? some dependencies?
also, you have a lot of id="demo"s. Ids must be unique in HTML
add whatever you're using until you repro the issue and i'll have a look

why not simply update the fiddle? all you need to do is add the bootstrap scripts from here: getbootstrap.com/docs/4.4/getting-started/introduction
i could have done it for you, but i don't think that's how this should work. I haven't made this room to bypass the normal flow and scope of SO. I made it so that you (or others) could ask for a second opinion when they don't get a satisfying answer.

But I'm definitely not going to create fiddles for anyone. I neither have the time for it, nor do I want to do it.
I know I might sound upset, and I'm really not. I just wanted to point it out and make it clear.
I'm willing to meet your expectation and provide an expert opinion on any FE related issue as long as you put in the minimal effort of making it reproducible, so I don't have to guess anything.

i am not a coder, hence i understand your perspective.. i throw a bunch of stuff in the html and it works.. but i know that is not the way to do it..
but not being a coder, my only assessment of something working is really the gui, when i run the application..

Well, I'd argue you are a coder. Maybe not very experienced, but you have the approach of a coder and the aspiration to become a better one. If you're not, I have no business here, because the only other alternative is that you're a client. And, trust me, I have more than enough of those :).
So, let's make this clear: you're a coder and I'm helping you become a better one. Agreed?

Tip: if you copy/paste the HTML/JS and CSS into a fiddle. chances are you'll repro it. Obviously, I don't condone it (you should remove any code that's not specific to repro-ing this issue), but it's a fast and dirty way to repro
take the HTML from the page source
so it's opening but not closing? that's a weird one. and i can't fix it without inspecting

My wild guess is you're triggering toggle twice
you can put the HTML in the fiddle, Sam
copy it from page source and paste it in the top-left panel of the fiddle
and also run the fiddle, to make sure it has the bug
do you know how to get the page source? right click on any element > Inspect element. Select the node in DOM tree you want to copy, right-click and "Edit as HTML" Copy => paste in the fiddle. Done

ok, so first rule: only one <html> tag and it should only contain two other tags, 1 of each: <head> and <body>. Nothing else. not even empty lines
funnily enough, head and body can be in reverse order, and they are read in correct order (head first) but it makes no sense to place them that way.
Also, you're closing `</main>` instead of `</nav>`
 
so

<body></body>
</html>
that is rule 1

i don't have anything against them per-se, but they are commecially driven. they are trying to monetize the resemblence between their name and w3c (which is the www standard website). Hence, nobody likes them. So they need to pay anyone editing their content and no respectable coder is willing to do it. It's mostly done by novices, who don't know better.
Which means they're fighting a losing battle with sites like MDN, for example, who doesn't pay anyone, but they are on the opposite spectrum, because they don't try to monetize it
 
also, i want to do everything local.. as i learn by doing that, if there are any changes to bootsrap(upgrade etc) it wont change my stuff..

for you (and anyone starting, i'd definitely recommend MDN as the first resource). It's very novice friendly, while still giving everything you might. and, unlike the specs (w3c standard) it's english, it's not as technical

i can't debug through pictures.

what i can tell you is that your HTML is invalid. Instead of closing a `<nav>` you're closing a `</main>`. Have you fixed that?

Also, you can't have duplicate ids in your HTML. That's always going to break at javascript level

ok, i just noticed another biggie: you can't have both bootstrap.min.js and bootstrap.bundle. the bundle already contains the min.js
oh, and you should not import any javascript resource more than once.
you're currently importing jquery, bootstrap and tether at least once. also note that bootsrtap.bundle already contains tether.
You haven't answered my question: what versions of jquery and bootstrap are you using?
 
what i didnt understand, should javascript resources come at the top or at the bottom of my html?

it's better if they are loaded last. but if you do that, you have to defer the execution of your scripts until DOMContentLoaded. In your case, it means you should wrap any jQuery code into

another problem: you can't have any other direct children of <ul> or <ol> except <li>s. So your <a class="nav-item"> -> wrap it inside a <li>. Same for the div.
Another one: you cannot have <a> inside of another <a>. And it's logic. If you click on the inner <a>, where do you want the browser to go? to the inner one's href or outer one's? Anyway, it's utterly invalid. Don't do it
