You're confusing me even more. I do want the question closed, because it lacks a MRE even after your formatting edit. At the time I reported it, I had already used all 50 of my close votes for that day, so couldn't cast a close vote. When 00:00 UTC rolled around and I got a new set of close votes, I then used one on that question.
I don't think it needs a SOCVR report, though, since the probablity of anyone wading through the mass of code to attempt to answer the question is basically zero, so closing the question isn't really urgent.

@SamuelLiew I've been seeing a few "images of code" questions that get through the review queues without any reviewer telling the OP he should include his code as text. One such example: stackoverflow.com/review/first-posts/26486551
@SamuelLiew would that be considered a bad review for triage or first post queues?

@bad_coder If the reviewer did not vote to close in triage, then it's a bad review. If the reviewer edited the image in, you should reject the edit?

stackoverflow.com/review/triage/26491083 was reviewed as Requires Editing while it should be Unsalvageable because it's a duplicate of Opening class in package from console in Java and I also flagged it as such.
 
I don't think it's really fair to review ban users for failing to find a duplicate.
 
@pppery no, they should be banned for failing to notice there's no code in the question
