after applying the cross APPLy you are getting the elements in different rows na ?
 
if it is possible,would you please show me your screenshot of your sql with your sample data,just like my above screenshot? Not your edit json,i want to see the real screenshot. i tried to find the any differences between us. I can't reproduce your problem which means there must be something different between us,i believe.
If i only execute :

It happened only for one particular value
That value is there in master data twice
its reference data issue.
I ll mark it as an answer and close it.
