Depends what you need. css-tricks.com is an excellent resource for handy snippets and how-tos. And of course stack overflow is great for finding answers to short questions. I rarely have to ask any more, the answer is usually already on the site somewhere
For longer, more formalised training I imagine there are plenty of courses online, although I haven't used any myself
 
And how did you know the answer to my question, the scale scrolling effect ?
How did you understand the javascript code or the ressources that you used to find the solusion
?
I want to know how I can find the solution on my own to any problem

I've been using javascript and web languages for many years. I had some training in programming as an engineer but nowadays most of my professional work is in web development. I am self taught in javascript, css, php and so on. My knowledge came from years of practising, and reading everything I could relating to my programming problems on stack overflow and any other relevant site.

Keep practising and you will get there. Your CSS was very good, it was quite clever how you used nth-child

If you have a senior developer you can learn from, that is very handy, perhaps one of the most useful things. In addition to that come up with projects you can fit in that will push your abilities. For example maybe you could build a user management system in php for logging in users. Of course, you'd usually use a pre made cms to handle that sort of thing for a real site, but learning how to build something like that will help immensly
Download and look at source code for plugins/projects that you use in your own sites. If you use WordPress for example, rather than adding in a plugin, look at how its constructed. Maybe you can make one that's a little better. It will certainly help you see how other developers structure their code
I have several projects that I do in my spare time that use technology I'm not familiar with. I really really like coding :) and learning more about it so I write programs that will make me learn new things
 
Do I need to create projects that I can publish or just projects that I can learn from it locally

Sometimes i'm away from stackoverflow for a while but if I see a message I'll respond. If you have a programming question go ahead and ask it in the main site - that's what it's there for :)
 
Sometimes when I ask some questions, they down vote me
that's why I do not ask a lot

It is intimidating when they downvote
Don't take it personally. Nothing bad will happen if you keep asking questions. Downvotes happen because the question isn't clear or because it has been asked before. The more you ask (and answer questions that you know!) the better you questions will become
 
yes It's a learning forum where we can help each other but they make it intimidate forum where everyone can attack beginners

Not everyone, most people are very helpful. If the question isn't clear then it may be closed. It's intimidating when it's downvoted/closed and no explanation is given, but don't lose heart.

Why don't you try learning by answering questions :) Find a question that you think you can answer, and write out a clear and direct answer. Maybe you will not know the entire answer, but you can search until you do. Answering questions keeps me up to date on my knowledge and sometimes I learn things too
