Doesn't really matter. Join a new SE site (i.e. vi.stackexchange.com - doesn't matter. You can delete it later if you want). Change your username on that SE site (which isn't affected by the cool down on the other sites), and click the "save and copy changes to all public communities"

As long as the cooldown on the username change on the current site is fine, it'll gladly copy the username

Discovered it by accident when I wanted to update my username globally and saw my MSE username (on a timeout) disappeared and was replaced with the new one
