so does the FK.DeptID contain any data that is not an ID in the PK table?

Is there a way to say all data should be the same? ie, import professorIDs from that table into this one?
It won't let me delete data either

It won't let you delete that data because your table has dependencies on other tables
you have to fix the faulty data
