Lots of word, none of it answers the question at hand. Why should the Callee method call ToArray as matter of practise?
Let me put it this way:
var patients = PatientDB.Find(p=>p.Age == 18);
patients = patients.ToArray(); //Let's eagerly get the data once.
var someMetric = SomeMetric(patients);
Makes perfect sense.
object SomeMetric(IEnumerable values)
{
values = values.ToArray();
//Some Work
}
Makes little sense. How does this callee method know enough about values to dictate what to do?
You keep on mentioning that you know that there only a few possible Patients. But how does SomeMetric know this? How does it even know it's dealing with Patients? And most importantly, why does it care?!?!
Separation of concerns would suggest that you are bringing in numerous concerns into a method that does not need to know about them.
These concerns end up with more code (e.g. toarray), more potential error cases, more coupling, more situations of slower performance etc.
