Ok i have made the following tables
points(point_id,long,lat)
segments(segment_id,from_point,to_point)
from_point and to_point are foreign keys into points.point_id

Now how can i make the table polylines?

The exercise suggest to do something like:

Polylines(Polyline_ID, Segment_ID, Line_Seq_No)

But i didn't clearly understand how can i make the foreign keys
