I know what you are saying, rlemon, about rolling my own and it would be a great project later on. But this is a topic with long papers/pdfs and tons of edge cases. In Israel, you have a bank account with a number in it.
You get a credit card that allows you to pull smaller numbers from that number, and you're allowed a certain level of negative number, depending on what you agree on with the bank.
 
In India, you have a bank account with money in it.
 
The credit card itself doesn't hold numbers
