Settings > Language & Keyboard > Touch Input > Text Input > Prediction. You should be able to un-check Prediction

by not displaying suggestions you are modifying something that the User might have selected

but when you are in the webview, even the keyboard settings does not do it

you can control what they EditText does because you are directly controlling its functionality

keyboard suggestions are a system wide setting, not just relevant to your app, it is up to the user to decide if they want them or not on their device, IMO
