Q: Chrome app: CSS on the background.js page, what can be defined?

Right now your problem boils down to "perhaps you meant "chrome"". Did you ever try to debug your event script?
 
I don't follow you (?), and how can I debug anything if the app is not even launched? I cannot inspect anything

chrome://extensions/ should show your app with background page inactive. You can open the Dev Tools for it from there.

You're totally right, and I can see that the error is indeed the frameOptions line [Error in event handler for app.runtime.onLaunched: Error: Invalid value for argument 2. Property 'frameOptions': Unexpected property.]. The question then remains, where can I find what properties are available?

Documentation. type expects a string constant.
 
But the problem is frameOptions -> Unexpected property, isn't it? *I have added commas and it triggers the same error

Okay, you really, really need to read the documentation carefully. Again.
Indeed there is no frameOptions in CreateWindowOptions object: developer.chrome.com/apps/app_window#type-CreateWindowOptions
I would highly recommend deleting the question. While the iteration "can I put CSS in there" was reasonably answerable and someone else might have the same problem, now it's just a case of "typo because I did not read the docs correctly".
 
I'm reading it, I agree on deleting it but before I'd like to see what you say

The property name is in the second column.
It should be frame, not frameOptions
