Yeah the system itself isn't great, as there's no context
 
foreign language chat is a problem because rules can't be enforced. As long as no flags are raised, it's tolerated. Once there's any sign of irregularity (read: flag), the mods can't and won't try to decide what's going on, and fall back to the hard rules
