If you add print_r($_GET); inside TEST_VAL function what does it print when request arrives from Android

print_r($_POST) printed 1 in my logfile inside the TEST_VAL function

but still i am getting proper response with value that i am passing

that means there is some PHP issue here not a rewrite issue
just add var_dump($_REQUEST) at few entry points and see what is different between 2 channels

yes that's you need to debug it starting from entry point in your PHP code to every where else and see where it is becoming null and where it is not
