Considering the animations comes directly from the GitHub blog post github.com/blog/1837-change-the-visibility-of-your-gists
It is possible the web GUI has changed.
Let me check
I do see that "Make secret" button
But I do see it only when I edit the gist (button "Edit")
So the animation seems accurate

As I said, the animation comes directly from the GitHub blog post
Meaning, I didn't make said animation
That being said
you have on PC screentogif.codeplex.com
Or (a bit different) sourceforge.net/projects/qgifer
I would suspect GitHub used one of the first two in order to make that animation
