the problem is that I cannot test the rules locally on apache because I do not have SSL installed

does this rule:

work on https website?
i mean does https://www.example.com/foobar fire your index.php file or throws 404 error?

yes
301 is supposed to be permanent so browser caches it
and when you edit .htaccess file and test the browser will continue to use the old redirects
