It seems to me that this question is not so limited.
 
not so sure, the In[] and Out[] are not very common
 
Perhaps we can ask it meta if a general form (like my suggestion about input bock, dividing bar, output block) is understandable?
Is there any way to label or tag a code block?
 
yes, I think I understood. But many times, for beginners it is better to show one command at a time, with IN[] and OUT[]
