Yup - all mods get to handle flags anywhere but ping appears to be limited to site descendant rooms. Learned something new :-)

Thanks for the help @ProgramFOX - I think I've approached the polishing a turd limit. If I was able to get a quick dialog with the rollback person, I'd chat it out. Too much trouble without the tools. I'll go back to keeping my neck of the woods clean.
