@Shimmy Basically, I am trying to dig deeper in to VS and getting completely confused... In 2008, there was the device manager for messing around with emulators and devices - in 2010, when I install the Phone tools, I now get that drop down option again, but I was just wondering if there is any way to add more options like in 2008... it just seems like a backwards step
After digging around for ages, I found the %localappdata%\Microsoft\Phone Tools folder - but that is the furthest I got... I was just wondering if the target device field is just for the phone tools and nothing else... e.g. completely un-configurable
You are probably right.... I wrote it all out, but I just thought I really want to have a chat with someone about it, rather than just get an answer... now I am talking (slightly) I think it would be a descent question!
I just have one old program that is for Windows Mobile 6, the .bin image file works with the new emulator and I just don't want to install the entire VS 2008 just for this one project that needs a tiny change! Don't even really need the debugger, just want to make sure it works.
but also, I just want to learn more about VS and this has been driving me mad, not even sure why!

No problem - I just don't fully remember and was wondering if the device target is greyed out or simply missing on a standard installation... i'll take an educated guess on missing!
In Visual Studio 2008, there was the device manager for setting up additional templates and options for the emulator. None of these options are available with Visual Studio 2010 which I understand as the features were removed.
When the Phone Tools are installed, the device target box comes back ...
the TOS for Website Payments Pro says that if you implement the Direct Payments API you must also implement Express Checkout earlier in your checkout process
Today, PayPal sends me fuzzy messages like "because of your high transaction volume and history of low chargeback rates, we're allowing you to keep the funds from this disputed payment until the chargeback is resolvd". Tomorrow, if I do something wrong, I know they won't hesitate to freeze the account.

that everyone was used to going to a trusted 3rd party to pay without telling the site their information, that every payment provider had a simple postback to notify you of payments and updates to them
nobody but the providers would have to worry about PCIDSS, and they'd have better fraud detection than random webmasters setting up their first shops
but you just script any actual order completion stuff (marking an order as paid, sending a confirmation mail) as the response to an IPN post, instead of to reaching the end of checkout
