Hello. What's the reason why some UTF-8 characters render normally in my browser while others don't? Further, this seems to be platform-dependent.

For example: en.wikipedia.org/wiki/Dingir There's this sentence at the end of the article: "The cuneiform sign is encoded in Unicode (as of version 5.0) under its name AN at U+1202D ð’€." Now, the character before the period isn't rendered properly, i.e., I can only see a square.
